Erastus Karanja, the House resolved that despite the positive growth in Own Source Revenue collection, the County Executive should strengthen revenue mobilization by enhancing the efficiency of revenue collection systems, broadening the revenue base and improving compliance through effective monitoring and enforcement mechanisms. Further, the strong revenue performance demonstrated by Rural Facilities Level 2 and 3 should be sustained through continued enhancement of revenue collection strategies and effective financial management practices.That, the County Executive should institute measures to contain the wage bill and ensure that expenditure on compensation to employees remains within the prescribed thresholds in the Public Finance Management Act (CAP 412A).The County Executive should expedite the implementation of development projects by ensuring the timely completion of project planning, preparation of Bills of Quantities, procurement processes, and contract awards immediately after the commencement of the financial year.Finally, the County Executive should prioritize the settlement of outstanding pending bills through enhanced expenditure planning, timely payments and improved cash flow management to prevent further accumulation of arrears. ...
